Carmarthenshire Council tackles fly-tipping, litter and dog fouling offenders

Carmarthenshire Council is continuing to clamp down on those committing fly-tipping, littering and dog fouling offences.

People have also been fined for failing to clean the waste placed in blue recycling bags.

Recent enforcement action by the authority has resulted in magistrates' court prosecutions and fixed penalty notices (FPNs) being issued.

A resident of The Ashes estate in Meinciau, has been prosecuted for failing to clear her dog’s faeces .

The incident was reported to Carmarthenshire Council and a witness statement was provided which resulted in a £100 FPN being issued.

The resident failed to pay this within the specified time and she was found guilty and fined £220,  ordered to pay costs of £818.60 and a surcharge within 28 days.

A Carmarthen man was prosecuted in a magistrates' court for littering a cigarette end at the town's Morrisons car park in Pensarn. The offence was witnessed by environmental enforcement officers from the council.

He was issued with a £125 fixed penalty notice which he failed to pay within the specified time.  He pleaded guilty to the littering offence in court and was fined £140 and ordered  to pay £150 costs.

A resident of Delabeche Street, Llanelli has been prosecuted for offences under Section 46 of the Environmental Protection  Act 1990 for depositing black bags in the vicinity of the street on three sperate occasions.

After failure to comply with a Notice issued in May last year, she was issued with a FPN for breaching the notice on December 8 last year, which she failed to pay.

While the case was waiting to be heard at court, the resident committed the same offence in March of this year.

The resident pleaded guilty by post and was fined £80 with £703.24 costs and £32 victim surcharge at Llanelli Magistrates' Court.

The following £125 fixed penalty notices were issued for litter offences:

• Carmarthen resident for depositing a contaminated blue recycling bag at Russell Terrace recycling facility, Carmarthen.
• Tumble resident for depositing a contaminated blue recycling bag in a car park at Heol y Neuadd, Tumble.
• Glanamman resident for depositing McDonald's food packaging at Myrtle Hill, Carmarthen.
• Glanamman resident for depositing a blue recycling bag at Glanamman Community Centre car park.

The following £400 fixed penalty notices were issued were for fly-tipping offences:

• Capel Hendre resident for depositing several black refuse bags of waste in Llangynnog.
• Cardiff resident for depositing three black refuse bags of household waste in a layby on the A40, St Clears.
• Llanelli resident for depositing three black refuse bags of household waste at Bwlch recycling facility.
• Llanelli resident for fly-tipping items of furniture and other household waste at Troserch Woods, Llangennech.

A number of £100 fixed penalty notices were also recently issued to residents for failing to comply with a Waste Receptacle Notice issued under Section 46 of the Environmental Protection Act 1990 to residents of Park Lane in Llangennech and the following Llanelli streets:  Maes Y Glo, Myrtle Terrace, Llewellyn Street and Swansea Road, for failing to clean items in their blue recycling bags.

"Help us to keep Carmarthenshire clean by disposing of waste responsibly through recycling whenever possible, using household  waste recycling facilities and using the litter bins provided throughout the county for dog waste and ‘on the go’ litter.”
