A campaigner for the heritage of Sefton is calling upon Government Officials to consider creating localised “Levelling Up” Hubs, such as Liverpool Road based in Birkdale Village, Southport.
By means of creating a blueprint for other urban areas based up and down the UK, Mr Barton is pinpointing geographically how various simple yet effective ideas can transform this shopping precinct and others based across the Borough and beyond. This has combined a number of out of the box style strategies and partnerships to structural law changes that capitalise on civic heritage whilst remaining relevant during today’s international climate crisis.
Mr Barton says: “In my continuing role as a voluntary community campaigner, I am recommending that key stakeholders and government officials of all tiers consider the real-time advantages of making any one area a better and more beautiful place.

Liverpool Road is a fine microcosm of Levelling Up that stands to bring a cascade of opportunity for so many different people of all different ages and backgrounds, yet this can only be achieved if there is more official recognition from Whitehall and in turn inspiring more private investment from the right quarters.
“Having combined my own findings and the economic research itself behind successful Placemaking, it is important to act responsibly and maturely if we are to truly make Levelling Up work for everyone. This especially includes acknowledging and rightfully accrediting those that have directly contributed to an area’s success over the last decade or so and not just heaping praise on tactless grandstanders.
“It is noteworthy just how many ideas have been copied and repackaged by others as their own over time, however to the copycats doing this they must realize that the true brains behind these same concepts will not always be so willing to lead the way if made to feel undervalued. It is for this reason that Central Government must now allow the real talent bearers to shine so that this may encourage others to become more active where they are based- be it commercially or otherwise.”
