Two residents have been fined for dumping their rubbish in the town.
Emma Eaton of Gaskill Street was issued a fixed penalty notice but failed to pay it.
She admitted to depositing bags and other waste in Gaskill Street, which she said had been put out for her father to take to the recycling centre, but was left abandoned.
Meanwhile, Christopher Moore, of Lytham Drive, Heywood, also failed to pay his fine after admitting to dumping waste on land off Mutual Street, Heywood, despite saying he had taken other waste to the recycling centre.
Both pleaded guilty to the offence of fly-tipping contrary to Section 33 of the Environmental Protection Act (1990) at Manchester & Salford Magistrates’ Court on 28 January 2022.
Following the hearing, Ms Eaton was ordered to pay a total of £500, a total which included £100 costs contribution and a £34 victim surcharge.
Mr Moore was ordered to pay a total of £332, including a £100 costs contribution and a £32 victim surcharge.

Councillor Liam O’Rourke, cabinet member for environment and facilities, said: “Dumping waste no matter how small is an offence and will not be tolerated.
“We are doing everything in our power to clamp down on cases and bring those to justice who undertake these mindless acts and have no respect for our borough.
“I know that the majority of our residents tell us that maintaining the cleanliness of our borough is important to make it a great place to live, work and visit.
“Why should the minority get away with blighting our streets and beauty spots with rubbish? We all have a duty of care and are responsible for disposing of waste appropriately - those who disregard this responsibility will be dealt with.”
A further resident also pleaded not guilty to a charge of fly-tipping and a trial is listed for June 2022.
A fourth person also failed to appear at court and a warrant was issued.
